A strategic partnership between Inverness-based homebuilder Tulloch Homes and not-for-profit housing developer Highland Housing Alliance (HHA) is accelerating the delivery of high-quality, affordable housing across the Highlands, helping to tackle one of the region’s most pressing challenges.
Since 2024, the collaboration has delivered more than 200 mid-market rent (MMR) homes across key developments in Aviemore, Inverness, Conon Bridge and Kirkhill. MMR is essential to increasing access to quality housing for individuals and families by delivering affordable rental homes generally priced below the private rental market.
This latest milestone marks the handover of 41 two-bedroom MMR apartments at the highly sought-after Bynack More development, located in the heart of Aviemore. Eight of the apartments have been prioritised for blue light workers, helping key public service staff access modern, high-quality homes.
Building on this momentum, a further 19 MMR homes will be delivered at Tulloch Homes’ Riverford development in Conon Bridge. HHA will own and manage 15 of the homes, with the remaining four properties to be sold by Highland Council through the Scottish Government’s LIFT (Low-cost Initiative for First Time Buyers) scheme.
This commitment comes at a time when demand for rental housing has reached unprecedented levels, with more than 1,000 people applying for 10 HHA homes at Parks View in Inverness earlier this year.
The Highlands face a well-documented housing shortfall, with an estimated requirement for 24,000 new homes over the next decade to support population growth and economic ambitions. Delivering a mix of housing tenures is widely recognised as essential to sustaining local communities and enabling long-term regional growth, and will help to deliver against the Highland Housing Challenge.
The success of the HHA and Tulloch Homes partnership has been underpinned by investment from The Highland Council, the Scottish Government, and the Inverness and Highland City-Region Deal, demonstrating the impact of coordinated public- and private-sector collaboration.

HHA and The Highland Council have worked in partnership for more than two decades, collectively delivering over 600 mid-market rent homes across the region.

In 2025, Tulloch Homes marked its 100th anniversary, celebrating a long-standing commitment to housebuilding in the region while setting out its ambitions for the future.
The housebuilder is also the delivery partner for a Masterplan Consent Area (MCA) site at Essich Road, Inverness. The Springfield Group welcomed the endorsement of Masterplan Consent Area (MCA) sites across the Highlands, as confirmed by The Highland Council on 14 May.
The endorsed MCA sites will now move forward to the next stage of the MCA process. This will include joint masterplan development between the council, developers and the local community.
